Long Term Agreements for the Romanian Industry Within the European Community a number of countries have experiences with Long Term Agreements (LTA’s) between Governmental bodies and the Industry. Especially in the Netherlands, LTA’s are used since beginning of the 90’s to achieve the aims of energy-efficiency improvement and environmental protection. In these LTA’s a combination of both realistic and ambitious targets are set. For achieving these targets LTA includes pragmatic procedures on how to strive towards a more efficient use of energy in industry and how to monitor progress. The use of such an instrument could increase Romanian industries’ competitiveness by decreasing energy expenses. To identify the possibilities of such an instrument for the Romanian situation the Romanian Ministry of Economy and Commerce has requested assistance from the Netherlands. The Dutch Ministry of Economic affairs has therefore appointed SenterNovem to assist the Ministry of Economy and Commerce. Thereby SenterNovem wil be assisted by ARCE. Long Term Agreements can only be successful by participative involvement of private partners and public bodies. This implies that all relevant stakeholders need to be involved in discussions on how to develop an LTA in Romania. Stakeholders include amongst others, ministries responsible for the energy- and environmental policies, working groups on energy-efficiency in industry, the local and/or regional authorities that issue permits and maintain compliance, the industry associations and/or some large industrial companies. Active involvement of your organisation is therefore highly appreciated if not necessary, in order to ensure that the development of an appropriate LTA scheme for Romania has a broad support base in society. |
