Wind energy promotion in Romania is specifically one of the ENERO main concern and qualification(ENERO references). In the last period, wind energy activities in Romania focused on market opening, following the European energy policy trend and the good existing wind potential. In this context, ENERO is offering consultancy and analyses for wind sites and project validation, asked within R&D projects or by Romanian and abroad clients. For wind energy analyses, ENERO is using specialized softwares, correlated to known measured data. Also we perform professional wind data measurements for several clients, in Dobrogea, South Moldova, Maramures and coast areas, on 60 m and 84 m masts.

Wind potential in Romania is fit for wind energy applications on the Black Sea coast, the off-shore and the mountainous area. In the mountains, the compromise to find suitable access and grid connections, defines the most interesting area at 900 to 1200 m altitude. Good sites for wind farms offer mean wind speeds of more than 6.5 /m/s, at WT hub heights above ground level. Talking about wind potential, it should be signaled that the investors and developers are measuring in site wind data (e.g. more than 70 masts in Dobrogea area).

Currently is in place a legislative and financial environment to help wind energy projects, according several documents (Governamental Decision 443/2003 or GD 1535/2003)which built the general framework. The Ministry of Economy and Finance promotes a specific financial mechanism to encourage RES, based on a quota system and a Green Certificates market. Acording to the new law No. 220 dated 27 October 2008 for 1 MWh produced from wind energy it may be obtained up to 110 Euro from the Green Certificates, plus the price of electricity which is a major improvement of these market facilities granted to wind energy.

The following actions are needed, in approaching a commercial project:
- validation by preliminary study and analyses of advantageous wind farm sites
- securing the land by concession or other arrangements.
- professional wind energy measurements in the sites, to acquire necessary wind data for the power and economics calculations.
- in parallel, obtaining the approvals for the construction
